PRETREATMENT PERMITTING
WET specializes in professional services for the Environmental Protection Agency’s (EPA) mandated National Pretreatment Program in Butte-Silver Bow County (BSB)
Pretreatment requires industrial and other nondomestic dischargers to the Wastewater Treatment Plant (WWTP) to comply with federal, state, and local standards to show compliance with the goals of the Clean Water Act. Pretreatment protects water quality as well as BSB’s multi-million dollar Publicly Owned Treatment Works (POTW) infrastructure.
The Pretreatment Program prevents the introduction of pollutants to the WWTP that would cause interference of the treatment process or pass through of pollutants above water quality standards. The Pretreatment Program in Montana is regulated by EPA and sets compliance limits for the incoming wastewater (influent) at the WWTP. The program also establishes pollutant limits for Industrial Users within the collection system at the outfall of their process wastewater.
WET has a great rapport with EPA Region VIII, municipal Public Works Departments, and Wastewater Treatment Plant personnel. WET is also in close communication with the Department of Environmental Quality regarding the Montana Pollutant Discharge Elimination System (MPDES) permits that are an integral component of the pretreatment local limits calculations. WET has provided technical support to develop the entire pretreatment program. Services include municipal ordinance and local limits development, industrial users waste survey, management of industrial users Inventory, enforcement response plans, permit application templates, permit writing, permit enforcement, industrial user inspections, quality control and quality control/sampling and analysis plans, and EPA audit support. WET communicates deliverables in a timely manner to all stake holders including EPA, Public Works Department, and industrial users.
