GFDA BROWNFIELDS PROGRAM 2021 QEP SERVICES

Great Falls, Montana

GFDA contracted WET to provide QEP services for their Brownfields Assessment Grant Program as well as conduct numerous individual Phase I and Phase II ESAs throughout the Great Falls area. Overall, QEP services have included general consultation with GFDA, development of a PQAPP and PSAP for Phase I and Phase II ESAs—including building materials inspections as well as abatement bid document review and construction oversight.  Phase I ESA research on the above-listed redevelopment properties included reviewing historical documents, aerial pho-tographs, maps, government records, interviewing personnel related to the property, researching regulatory databases, reviewing appropriate agency files, and conducting site visits and visual surveys of the properties to complete the ESA. Common Phase II activities included asbestos and lead-based paint inspections, polychlorinated biphenyl (PCB) containing light-ballast and mercury-containing thermostat surveys, drilling, soil sampling, groundwater monitoring, soil gas sampling and vapor intrusion assessment, and preparation of Phase II ESA reports of findings. These properties have included:

Former Eklunds Furniture

WET conducted a Phase I ESA funded by GFDA in support of a proposed renovation/redevelopment of the property by a new building owner. As a result, WET recommended a Phase II ESA be conducted at the site and that the work should include a hazardous building materials inspection. WET was contracted by GFDA to perform oversight activities for the abatement under their RLF Cleanup Grant program.

Former Home Improvement Retail Store

Water & Environmental Technologies (WET) conducted a Phase I Environmental Site Assessment (ESA), funded by the GFDA in support of a proposed renovation/redevelopment of the property by the building owner in Great Falls, Montana. The Phase I ESA Report of Findings identified Recognized Environmental Conditions (RECs) associated with the property as well as the potential presence of asbestos-containing materials (ACMs). Great Falls Development Authority hired Water & Environmental Technologies (WET) to conduct a Phase II Environmental Site Assessment (ESA) at a commercial building located in Great Falls, Montana. The building is to be purchased and renovated, maintaining its current use as a home improvement retail business.
